Three of the four northbound lanes of Interstate 395 were closed Tuesday evening because of a fatal crash, according to Virginia State Police.
One lane had reopened by 6 p.m., but two remained closed.
State and Arlington police officers responded to the incident at I-395 and Glebe Road.
Fekadu Ledi, 64, of Arlington, had crossed the southbound lanes, the HOV lanes and was three-quarters of the way across the northbound lanes before he was struck, according to state police.
Though traffic moved faster on the southbound lanes of I-395, traffic was delayed in both directions, and side streets were packed with drivers trying to avoid the interstate.
