Janelle Marie Oni, 21, from Randallstown, Maryland, was trying to cross the street when she was hit by a minivan, said Prince George's County Police.

    Oni died at the scene.

The driver fled, but officers found the minivan a short time later and arrested Jacky Luangraj, 33, from Manassas, Virginia.

Police said at the time of his arrest, Luangraj's blood alcohol level was twice the legal limit.

He faces 13 charges including negligent auto homicide - under the influence, driving under the influence, and reckless endangerment. It is not known when he will answer those charges or if he currently has a lawyer.
