Departments saw cuts big and small, with the school system receiving the largest reduction money-wise, as Montgomery County Executive Isiah Leggett refused an increase in school funding that is mandated by state law.

The county is seeking a waiver to the law, something it received last year.

Schools superintendent Dr. Jerry Weast said he knew what was coming but said he can't say what will be cut in schools until the budget is finalized, likely in May.

"The legislature has to get finished, the county council has to get finished. Whatever is left, we'll balance out. But I know Ike Leggett. I know he tried," Weast said.

Leggett explained that an increase of population and development in Silver Spring is the reason police escaped any cuts.

"We will see in the coming months ongoing activities with a new library and a new entertainment venue there," he said.

Leggett also called for the layoffs of 139 county workers, and for employees to contribute more to their health care and retirement packages.
