Driver Arrested After Crashing Into Barrier at White House

A driver was arrested after a car struck a barrier at the White House complex Monday afternoon, according to the U.S. Secret Service.

The unauthorized vehicle struck a bollard at 15th Street and Pennsylvania Avenue about 1:40 p.m., the Secret Service said.

Secret Service officers took the driver into custody immediately.

The driver, William Phinizy, said he was an Army veteran with post-traumatic stress disorder, according to a Secret Service affidavit.

A .50-caliber bullet was found in the car.

The driver is charged with unlawful entry, assault with a deadly weapon and destruction of government property.

Pennsylvania Avenue was closed from 14th to 15th streets and 15th Street was closed from Constitution Avenue to G Street while the vehicle was investigated.
