The fatal shootings of black men by police in several cities across the United States has spawned a wave of protests. Terence Crutcher was unarmed when he was fatally shot by an officer in Tulsa, Okla. Sept. 16. Police in Charlotte, N.C. killed Keith Lamont Scott four days later.
