Report Should Clear D.C. Council for Lottery Deal

IG investigates vote to legalize online gaming

The D.C. Inspector General is expected to release a report this week clearing the D.C. Council of illegal conduct when members voted to legalize online gaming and selected a new lottery vendor. 

The Washington Post reports that a draft report found insufficient evidence that council members "acted improperly or violated standards of conduct" during the lottery deal. 

But the report raises questions about the actions of the office of D.C. chief financial officer Natwar Gandhi for adding provisions on online gambling to the lottery contract after bidding had closed. It recommends the council more clearly define the purpose of its contract review powers.

Gandhi's office completed a second solicitation after the Council rejected the first awarded contract.
