Maryland State of the State Address Wednesday

Speech at noon

Gov. Martin O'Malley will be giving his sixth State of the State speech.
 
O'Malley, a Democrat, is scheduled to give the speech at noon in Annapolis before a joint session of the Maryland General Assembly.

The governor is expected to talk about the economy with an emphasis on spurring job creation in Maryland. He'll also be talking about his legislative agenda.
 
O'Malley has submitted a robust $3.6 billion capital budget that increases state borrowing in hopes of creating thousands jobs, particularly in the construction industry.
 
When the governor outlined his budget plan in January, he said this budget is the best he's been able to submit in terms of new job creation since the recession hit.
