A new streetcar project that's already cost the District of Columbia $190 million may never open at all, according to the acting director of the District's Department of Transportation.
Leif Dormsjo told the D.C. Council on Friday that the project may be scrapped entirely. However, he says he still expects to fix the project rather than abandon it.
Mayor Muriel Bowser is expected to give her views on the streetcar project when she proposes her 2016 budget in April.
The streetcar along H Street, Northeast, would be the District's first working trolley in more than 50 years. It has been beset by delays, and some have questioned whether the benefits will outweigh the costs.
Dormsjo says an outside review by the American Public Transportation Association will help determine whether the project has "fatal flaws.''
