Three Charged in Fatal Fourth of July Shooting

Police arrested three people in connection with a July 4 shootout on a southeast Washington street that left one man dead and four others injured.

Dwayne Gene Dillard, 23, was shot and killed in the 2600 block of Douglass Place SE.

Shakim Lyons, 26; Jonathan Taylor, 24; and Harry Herbert, 27, were arrested in the past week and charged with second-degree murder while armed.

Bowser said the arrests send a clear message that violent criminals will be held accountable.

Mayor Muriel Bowser and Police Chief Cathy Lanier say they are confronting a spike in violent crime. They are organizing a summit Monday with other big city officials.

Lanier said cities have been hit by a wave of violence. She said synthetic drugs are part of the problem in D.C. Lanier said witnesses are working with police to make arrests in homicide cases. Communities are tired of the violence, she said.
