    TRAFFIC DUE TO TOLLS

Revenue for the toll road is down, officials say, partly because drivers, fed up with increasing costs, are using an already congested Route 28 as an alternative.  The price for two-axle vehicles to travel on the road has increased 400 percent since it opened 15 years ago.
