2 Charged After Police Find Milk Jugs Filled With Chemicals in Vehicle

Two people are facing criminal charges after police found milk jugs filled with chemicals in their vehicle, Arlington County police said Tuesday.  

An officer stopped Angela Hartley, 29, and Gary Smith, 37, as they walked along I-66 west Saturday morning. Hartley and Smith told the officer they were walking back to their disabled vehicle near the Rosslyn Tunnel, according to police.  

Inside the vehicle, the officer found buckets and milk jugs filled with unknown chemicals. The Arlington County Fire Department’s Hazmat team responded and later determined that the chemicals were non-hazardous. 

Hartley and Smith have been charged with possession of an unknown substance. Hartley was also charged with possession of paraphernalia. Both were held on a $2,000 secured bond.
