D.C. Barricade Situation Ends; Suspect in Custody

Roads are reopening Saturday evening in a D.C. neighborhood after a murder suspect who had been barricaded in a house was taken into custody, more than a day after the barricade began.

Police say Roosevelt Robinson, 67, of Northeast, Washington, D.C., shot and killed a female family member in Northeast D.C. and then barricaded himself inside a home.

The woman, Loretta Carswell, 63, of Northeast, Washington, D.C., was shot about 11 a.m. outside a home on the 3700 block of 18th Street NE. 

Robinson ran down the street in the Brookland neighborhood, fired more shots and fled into a house at the intersection of 18th and Otis streets NE, police said. Carswell was pronounced dead at the scene. 

SWAT teams surrounded the home until about 5 p.m. Saturday. Robinson was taken into custody and charged with second-degree murder.

“The highly trained members from our Emergency Response Team did an outstanding job in protecting not only the life of the suspect, but the lives of the persons in the surrounding neighborhood.” said Police Chief Cathy L. Lanier. “I would also like to thank our partners in the Federal Bureau of Investigation for their support and the communities that were affected by this situation for their patience, understanding, and cooperation during the duration of the event.”

Carswell was a MetroBus driver who retired two years ago, friend Jeanette Schedrick said.

"She would give you the shirt off of her back," she said.

Neighbors said Robinson is known for riding around the area on a bicycle. One neighbor said he had talked about a grievance with a family member.

Ward 5 Councilman Kenyan McDuffie condemned the violence.

"It's another sad day in the city," he said. "It's another day where we've got to face the harsh reality of a homicide."
