DC Council chairman intends to ignore CFO's budget request

A showdown brewing over D.C.’s budget could end with another faceoff between D.C. leaders and Congress. News4’s Mark Segraves reports the city’s chief financial officer is requiring the budget include $200 million set aside for emergencies, but the D.C.
