Interior Secretary Ken Salazar visited the Jefferson Memorial Tuesday to sign a plan to restore the National Mall and preserve its historic monuments.
The plan offers several options to improve the crumbling walkways, dirty water, dead grass and other damage caused by millions of visitors each year.
The National Park Service said its preferred plan is to build dedicated areas for protests and events to ease some wear and tear on the Mall's trees and grass. The Capitol Reflecting Pool could be replaced with a smaller pool and a civic square for rallies.
The plan also calls for new restrooms, entertainment facilities and cafes or restaurants. Gravel walkways would be paved, and seawalls around the Tidal Basin would be rebuilt to prevent flooding.
