Report: DC Police Missed Opportunities to De-Escalate Before Shooting

A new report finds that although a D.C. police officer’s fatal shooting of 18-year-old Deon Kay was justified, citing self defense, it also says there were a series of missed opportunities before that moment that possibly could have led to a different outcome.
