Woman Killed Crossing the Street in Silver Spring, Police Investigate Possible Hit-And-Run

A woman was struck and killed while crossing the street in Silver Spring -- and police are investigating whether someone involved in the crash sped away.

Officers responded about 6:40 p.m. Thursday to reports of a crash on Columbia Pike near Hillwood Drive in White Oak.

First reponders found 71-year-old Elaine Rowena Allen had been struck and killed, according to police.

Police say 75-year-old Carter L. Cockrell, of D.C., was driving a white Ford van south on Columbia Pike when his van hit the victim.

Cockrell stayed at the scene, but police believe another driver may have sped away after the collision.

They are investigating some witnesses' statements that a second car was involved and left the scene before police arrived.

It was dark out when the woman was struck, and police urge drivers and pedestrians to be extra cautious when out at night.

"Drivers: don't drive distracted," Montgomery County police captain Tom Didone said. "Look out for the pedestrians."

Police are searching for witnesses, but did not release a description of a second vehicle.
