Neighbors Baffled by Bizarre Animal Cruelty Case

A Manassas man is behind bars, accused of breaking into his neighbor’s home and kidnapping her dogs. One of the pets is recovering but the other did not survive the ordeal. Northern Virginia Bureau reporter David Culver spoke exclusively to the victim.
