Push to Clarify Maryland's Marijuana Law

The Montgomery County Council is asking state legislators to eliminate criminal charges for having drug paraphernalia like pipes and bongs. Although Maryland has decriminalized the possession of small amounts of marijuana, that’s not the case for the equipment often used to smoke it.
