Man Accused of Filming Teenage Girl Inside Forever 21 Dressing Room

A popular bartender in Northern Virginia is accused of recording video of a teen undressing at a Forever 21 store in Fairfax. News4’s David Culver reports.

An Alexandria man was arrested on Christmas Eve after police say he was caught filming a teenage girl inside a Forever 21 dressing room in Fair Oaks Mall. 

Mumtaz Rauf, 39, was charged with unlawful filming of a minor, which is a felony because of the victim's age.

The victim was inside the Forever 21 at the Fairfax, Virginia, mall around 4 p.m. when she saw a black device pointing down from the wall of her dressing room. The girl told police she believed photos may have been taken of her. 

A store employee then saw a man leave the store and head into the mall. Officers later found the suspect inside a dressing room of a H&M and identified him as Rauf. 

Officers found a pinhole camera, black tape and a battery-powered Bluetooth transmitter in his possession. Investigators believe he was using the transmitter to remotely gather video and photos from other fitting rooms. 

Rauf is a well-known bartender in Alexandria and the Old Town Crier profiled him nearly a year ago when he worked at the Hummingbird. Rauf left the restaurant more than six months ago.
