I-295 South Closed After Cars Get Stuck in Tar

Some cars got stuck in new asphalt on southbound I-295. The interstate was closed between East Capitol Street and Pennsylvania Avenue, causing backups on the highway and the roads around it. News4’s Jackie Bensen and Brad Freitas report.
