Fuming Over Floods: Residents Say Sewers Not Cleaned Enough

Some D.C. residents say the city is partially to blame for flooding and sewage water that spilled into their homes Tuesday night. They say sewer drains in their neighborhood haven’t been cleaned out regularly enough.
