Expensive D.C. Underpass Art Questioned

A new art project in the District has some people shaking their heads. It’s meant to serve as a gateway to the waterfront and brighten up an otherwise bleak stretch of road, but as News4’s Mark Segraves reports, some people are calling it a waste of tens of thousands of their tax dollars.
