DC Water completes tunnel project that aims to relieve flooding after drownings at dog day care

Construction is complete on the Northeast Boundary Tunnel that aims to reduce flooding in Northeast D.C., more than a month after 10 dogs died when floodwaters rose and burst into a nearby doggy day care facility on Rhode Island Avenue. News4’s Mauricio Casillas reports.
