DC Roads Sidewalks Exempt From Water Fees But Homeowners Pay

A new group of homeowners contacted the I-Team saying they are being charged Clean River water fees unfairly, forced to pay tens of thousands of dollars because the roads and sidewalks in their neighborhoods are considered private. Jodie Fleischer reports.
