Blossoms Not Ready for Cherry Blossom Festival

The first day of spring also marks the first day of the Cherry Blossom Festival. But even a beautiful day to kick off the celebration couldn’t bring the blooms out to party. News4’s Kristin Wright reports from the tidal basin.
