‘Exploding Targets' Possibly Used in NYC Bomb Are Legal in DC, Va.

According to multiple reports, authorities are investigating whether traces of a compound known as an “exploding target” were used in the New York City bomb. Exploding targets are easy to buy and are frequently used to prep firearms at gun ranges, but they are now illegal in Maryland. Scott MacFarlane reports.
