Widow Sues DC After Husband Allegedly Killed by Halfway House Escapee

A widow in Tennessee is suing the D.C. government and a local halfway house. Scott MacFarlane reports her husband was brutally killed last summer, and she alleges the suspected killer escaped D.C. days before the homicide even though he was supposed to be in custody at the halfway house.
