Emaciated Missing Teen Found Shackled

A half naked teenager ran into a northern California fitness center with an inch-thick chain shackled to his ankle looking emaciated and bruised, and he may have been held captive, Tracy police said. The 17-year-old was reported missing from a Sacramento foster home in 2007.
