In a remote, dry patch of California farm country, a battle is raging over carrots. Or rather, over the groundwater where they’re growing northwest of Los Angeles.

Across the country, more indoor farms are launching or expanding even as others founder.

The proposal would reform the H-2A visa program, under which hundreds of thousands of immigrants, mostly from Mexico, take on seasonal jobs in the U.S. agriculture industry.
