Rules for Adding Names to Terror Watch List Revealed

Investigative journalist Glenn Greenwald has published a U.S. government document that details the rules for adding names to the U.S. terror watch list. Greenwald, who was at the center of former NSA contractor Edward Snowden's intelligence leaks, released the 166-page set of guidelines on his blog, The Intercept. Government officials have warned that the disclosure of the document would provide "a clear roadmap" for how potential terrorists are identified and tracked.
