A 27-year-old teacher's aide was arrested Tuesday night after officers caught her engaged in sexual contact with a 16-year-old girl, police said.
Carla Norde has been charged with sexual abuse of a secondary student.
Officers approached a parked car in an alley behind the 4500 block of Grant Street in northeast D.C. and saw Norde and the teen naked together, police said.
Norde is a teacher's aide at Eastern High School in Northeast, investigators said. The victim is a student at the school. The girl told detectives she left the school with Norde Tuesday, according to court records.
The victim is a special needs student, her legal guardian said.
"I'm just really disturbed, disgusted," she said. "I'm disappointed in D.C. Public Schools myself."
She met with administrators at Eastern Wednesday.

"They said they didn't have any words," she said. "They just offered me their support."
The 16-year-old told investigators she and Norde are in a relationship and Norde is her girlfriend, according to court documents. She said they engaged in sexual acts about twice a week beginning in September.
"If you tell her that you love her, you can basically get her to do anything that you want," her guardian said.
School officials say this was Norde's first year with the school district; she was hired in August.
Although the age of consent in D.C. is 16, age-of-consent rules are not in play when it comes to "significant relationships," which include teachers and their students, D.C. law states.
