Jailing prostitutes is not helping to end the practice in the District, a 43-year-old transgender woman on Friday told members of the D.C. Council.
Sharmus Outlaw said transgender women are struggling to make ends meet and "to survive in today's world where we are misunderstood," according to the Washington Post.
Misunderstood or not, residents in areas where prostitution is thriving want it to end.
