Police ID Man Fatally Shot by Officer

PALMER PARK, Md. -- The man who was fatally shot when he allegedly tried to carjack a vehicle from an undercover officer has been identified by police as Joshua Sands, 19, of Southeast D.C.

Sands was shot Monday night while a team of plainclothes narcotics officers conducted an operation in the 3200 block of Naylor Road between Suitland and the District. Police said Sands showed a gun and demanded an officer's vehicle, but the officer fired at Sands, hitting him in the upper body.

Sands was pronounced dead at the scene, police said, and a gun was recovered at the scene.

The incident was the eighth shooting this year in which an officer fatally shot a suspect. Police Chief Roberto Hylton blames the county's drug culture.
