Police Make Arrest in Germantown Homicide

Montgomery County police arrested a suspect in Tuesday's homicide in Germantown.

James Allen Frazier, 22, was found dead at the intersection of Oxbridge Drive and Route 355 around 10 p.m. Tuesday, when crews responded to the report of a shooting.

Police arrested 29-year-old Kelvin Parache and charged him with first-degree murder.

Frazier's family says he was headed to his aunt's house but was lured to another location and ambushed.

Frazier owed Parache money and thought Frazier was avoiding him, according to police. Parache began following Frazier around the county Tuesday, police said.

After Frazier got off a bus in Germantown that evening, Parache shot him, police said.
