A naked man got stuck in a fence near a Virginia elementary school Monday morning, the Stafford County Sheriff's Office said.
A sheriff's deputy responded to the report of a naked man masturbating at the fence along the woodline near Anne E. Moncure Elementary School, authorities said. The deputy saw Justin James Rutley's legs were stuck in the fence and he was covered in scratches from the thickets in the area.
The deputy helped free Rutley from the fence and covered him with a blanket.
Rutley appeared nervous, the deputy said, and was incoherent consistent with drug use.
Several school employees saw the man near the fence, and one witness saw him masturbating, the sheriff's office said.
Rutley is charged with indecent exposure, masturbating in public and disorderly conduct. He is being held without bond.
