A 37-year-old man has been charged with assault as a hate crime and criminal gang participation after an incident in a parking lot in Arlington, Virginia.
Twin African-American men said they were conversing in the parking lot in the 4600 block of S Four Mile Run Drive around 10:30 p.m. when Chad Bailey approached them. The victims said Bailey took a fighting stance and started an argument with them, using racial slurs, Arlington police said.
While one of the victims called police, the suspect made reference to his involvement with a gang and reached for an object in his pocket, believed to be a knife, police said.
Both victims got away unharmed, police said, Bailey was located, arrested and charged with assault as a hate crime and criminal gang participation.
Bailey had a pair of scissors when he was arrested and is being held without bond, police said.
