Hogan to Outline Bill to Repeal ‘Rain Tax'

Maryland Gov. Larry Hogan is holding a news conference to talk about his goal of repealing stormwater management fees that critics call "the rain tax.''

Hogan, a Republican, is scheduled to talk about legislation he is backing on Tuesday in Annapolis.

In 2012, lawmakers approved a measure to require 10 of Maryland's largest counties to impose fees to help reduce pollution from stormwater runoff. But jurisdictions have varied in how they assess the fees.

Carroll County worked out an agreement to fund stormwater management programs with existing revenue, not an added fee on residents.

Hogan says changing the law won't eliminate the need to pay for stormwater management. He has said Maryland can comply with federal requirements to fight pollution without imposing an added fee.
