Fenty Names New Head of Employment Services

Joseph Walsh to replace Summer Spencer

WASHINGTON -- D.C. Mayor Adrian Fenty has named a new head of the Department of Employment Services.

Joseph Walsh replaces Summer Spencer, who resigned in August amid criticism of the department's summer jobs program. Walsh is currently the director of policy and planning for the Massachusetts Executive Office of Labor and Workforce Development.

He'll begin his new job Dec. 1.

The summer jobs programs was overwhelmed by more than 20,000 participants and officials lost track of the hours they worked. The department overspent its budget by $30 million.

Walsh worked in the Clinton White House as education director of the President's Commission on White House Fellowships in the 1990s.
