Documents show a former top official at the agency that manages the Washington area's two airports created a no-bid contract that paid his wife and daughter more than $175,000.
The documents obtained by local newspapers raise further questions about ethics at the Metropolitan Washington Airports Authority, which is overseeing the $6 billion Metrorail expansion to Dulles International Airport. A federal audit found that the agency routinely handed out no-bid contracts and that officials took Super Bowl tickets and other gifts from contractors.
The new revelations concern Arl Williams, who resigned last year just before a federal inspector general accused him of giving jobs to relatives. Documents show that his wife and daughter billed the authority $192,000 to write ad copy and other documents for a department that Williams ran.
