For the first time, the D.C. Council voted to override a veto by Mayor Muriel Bowser.
Decriminalization of Metro fare evasion is one step closer to becoming law in the District.
Bowser has said the bill could have a negative affect on Metro's budget and operations, saying Metro estimates losing between $25 million and $50 million per year due to fare evasion.
Supporters of decriminalization say stiff punishment, including possible jail time, unfairly targets poor people.
Fare cheaters who are caught will still face a $50 fine.
Metro and Metro Transit Police lobbied heavily against the law, saying many of the people arrested for fare evasion also committed other crimes.
Congress can review the bill before it becomes law.
