FREDERICK, Md. -- Someone abandoned almost two dozen dogs in Frederick.
Since midnight, 22 dogs have been found wandering. Another was hit by a car and killed.
Animal control officers believe the pups all came from the same place, but they don't know where that place is.
The dogs were in average health. They are small breeds and hadn't been spayed or neutered.
