The Prince George's County state’s attorney cleared Laurel police Officer Juan Diaz-Chavarria of criminal wrongdoing in an arrest in August.
Video of the Aug. 5 incident appears to show Chavarria smacking D'Ante Williams as he led him away from the Laurel Station Bar and Grill in handcuffs.
Laurel police are still investigating the incident.
Williams filed a $3 million civil suit against Chavarria and the city.
