Teen Found in Sex Offender's Va. Apartment

A registered sex offender was arrested after a runaway 16-year-old girl was found in his Fairfax City apartment.

Paul Tamney, who is 51, was charged with contributing to the delinquency of a minor. Police said Tamney had met the girl online before she ran away from home, and that Tamney helped her run away from home.

They also said that the two had engaged in a consensual sex act in Tamney's apartment, in the 10300 block of Layton Hall Drive. Tamney had been a registered sex offender since 2005.

The girl was found after police in Fairfax received a report that she was in Tamney's apartment.

"I know that he would sit up there and stare ... especially during the summer," said a teen girl who lived in the apartment below Tamney, and spoke to News4 with the permission of her mother. "It was weird. He was always weird."

Tamney is being held without bond.
