A crash completely blocked the Outer Loop of the Capital Beltway in Virginia Tuesday.
The accident involving a tractor-trailer near Telegraph Road caused major delays.
The Inner Loop also was backed up to the Wilson Bridge due to gapers delay.
The scene of the crash has since been cleared and all lanes are open.
