A state panel is getting close to making recommendations regarding police training about people with intellectual and developmental disabilities.
The commission appointed by Gov. Martin O'Malley in September meets Wednesday in Silver Spring. It was created in response to the death in January of Robert Ethan Saylor, a 26-year-old man from New Market with Down syndrome.
Saylor died of asphyxia in the custody of three Frederick County sheriff's deputies. A local grand jury declined to indict the officers.
The commission is to issue its report Jan. 9 with recommendations for first responders and the public.
