Howard County police have charged a Hanover man with breaking into nine Ellicott City apartments and stealing valuables and large quantities of women's underwear.
Police say 23-year-old Brian Eui Hong has been charged with 27 counts of burglary, nine counts of property destruction, 12 counts of theft, three counts of attempted burglary, and one count each of Peeping Tom and auto theft charges, among other charges.
Police say Hong was arrested last week and is being held on a $198,000 bond.
