    The Alexandria Police Department closed its last open homicide case from 2015, said Chief Earl Cook.

    Police arrested Rashad Lonzell Adkins, 21, of Alexandria, Virginia, in the slaying of 22-year-old Shakkan Elliot-Tibbs, of Woodbridge, who died in a shooting on N. Fayette Street in July.

    Elliot-Tibbs was on his way to meet his mom at the Springfield Metro station when he was shot. He later died in the hospital.

    “Our detectives continue to show their commitment to the safety of Alexandria by their persistence in removing violent suspects from our community,” Cook said.

    Adkins faces charges of murder, possession of a firearm by a convicted felon and use of a firearm in the commission of a felony. He is being held without bond at a detention center in Alexandria.
