Four of Metro's board members have resigned or have been removed in the past few weeks.
The latest Metro board member to leave is Neil Albert, the former city administrator in D.C. under former Mayor Adrian Fenty. New Mayor Vincent Gray is replacing him with Tom Downs, a transit industry veteran who used to be the CEO of Amtrak.
Downs is joined on the Metro board by fellow newcomer Tommy Wells. Wells, a D.C. council member, is replacing his colleague Jim Graham, who had served on the board since 1999. Longtime board member Chris Zimmerman from northern Virginia is also departing. He's being replaced by Arlington County board member Mary Hynes.
Over the past year and a half, the Metro board has been strongly criticized by a variety of groups for a failure to properly oversee the organization.
