    A caller reported to police an apparently impaired couple with a 15-month-old boy at a pet store in Woodbridge, Virginia, Thursday afternoon.

    The couple left the Petco at Cheshire Station Plaza before police arrived, but the caller got a license plate number, which led police to a residence. 

    Police located 36-year-old Colin Sibbet in the driver's seat, apparently under the influence. The boy was found apparently unharmed, police said.

    Sibbet was charged with felony child neglect and driving under the influence. He is being held without bond.

    A court date was set for Dec. 23.
