After the vote canvass was completed Friday, incumbent Democratic Rep. Gerry Connolly led Fimian by almost 1,000 votes.
The Republican businessman is out of town on a previously scheduled trip, a Fimian campaign spokesman said. Once he returns, Fimian will huddle with campaign aides and lawyers before announcing a decision on a recount before noon Tuesday.
The Virginia State Board of Elections will certify the results Nov. 22.
Since Connolly's margin of victory is less than one percentage point, Fimian is allowed to request a recount paid for by local jurisdictions.
This election was a rematch for Connolly and Fimian. Connolly won by 12 percentage points in 2008.
